Still hope for iTunes Middle East store?

9to5mac.com writes that Apple is “optimistic” about bringing the iTunes Store to more European countries next year. They point to a statement [PDF] made by European competition commission regulators.
As much as I sympathize with other countries and regions still without iTunes Store just like the Middle East I also wonder when we will see an iTunes Store.
Apple, what is happening on this front? ABM, can you in any way let us in on what’s going on?
